Welcome to the Committee of Practitioners
In 1988, P.L. 100-297 authorized the State Department of Education to establish a Title I Committee of Practitioners (COP). The law requires all major proposed or final rules or regulations issued by the state be reviewed by the Committee of Practitioners. Beginning in FY1998, the COP became a cross-programmatic committee. Under NCLB, renamed ESSA, the COP covers all ESSA programs that are in the Consolidated Plan.
In accordance with this statute, each such committee shall include --
(A) as a majority of its members, representatives from local educational agencies;
(B) administrators, including the administrators of programs described in other parts of this title;
(C) teachers from traditional public schools and charter schools (if there are charter schools in the State) and career and technical educators;
(D) principals and other school leaders;
(E) parents;
(F) members of local school boards;
(G) representatives of private school children;
(H) specialized instructional support personnel and paraprofessionals;
(E) representatives of authorized public chartering agencies (if there are charter schools in the State); and
(F) charter school leaders (if there are charter schools in the State).

The Committee of Practitioners is a group committed to serving as an advisory council to ADE to ensure that all students under ESSA are provided equitable access to an excellent education.
COP members will collectively commit to engaging in the work of the committee to address relevant issues related to ESSA and provide feedback to ADE from an LEA perspective.

The COP generally meets 4-5 times per school year. Meeting agendas are developed by the Title I Deputy Associate Superintendent (DAS) in conjunction with the membership. Two co-chairpersons conduct the meetings. Each chair serves a two-year overlapping term. The new chair is selected by the membership at the first meeting of the year. The agenda is developed by the Title I DAS in cooperation with the membership.
