The Education of Homeless Children and Youth (EHCY) Program is authorized under the McKinney-Vento Homeless Assistance Act (McKinney-Vento Act) and is designed to address the needs of homeless children and youth and to ensure their educational rights and protections. The McKinney-Vento Act defines “homeless” as it applies to children and youth.
