EL Instructional Services

In 2019, the Arizona State Board of Education was charged with developing and adopting research-based models of Structured English Immersion (SEI) to be used in school districts and charter schools in Arizona. Arizona Revised Statute (A.R.S) §15-756.01 requires that the SEI Models include a minimum of 120 minutes per day of English Language Development (ELD) for grades K- 5, and a minimum of 100 minutes of ELD per day for grades 6-12. English Language Proficiency Standards (ELPS)

In 2017, the English Language Proficiency (ELP) Standards Committee, Arizona English Learner (EL) practitioners in partnership with the Office of English Language Acquisition Services (OELAS), began revising the 2010 ELP Standards. They developed Standards and Performance Indicators for grade/grade-bands K, 1, 2-3, 4-5, 6-8, and 9- 12. The 10 ELP Standards are consistent K-12 and are organized by Mode of Communication (Receptive, Productive, Interactive) with two standards dedicated to Language (one of which is Grammar).

English Learner (EL) Forms

 

OELAS developed the following forms for EL files that may not be modified. If these forms are used in a digital format requiring an electronic signature they adhere to ADOA Policy.

Desktop and Program Monitoring of English Learner Programs

 

EL Desktop Monitoring

Conducted for LEAs (Local Education Agency; district or charter) that accept Title I funds whether or not they have English Learners (ELs) actively enrolled in EL services. This assigned monitoring is completed 100% online through the EMAC (Educational Monitoring, Assistance, and Compliance) application.
