Dual Enrollment
Dual Enrollment programs allow students to take college classes while enrolled in high school. These classes count for both high school and college credit. High school students who complete dual enrollment may need to take fewer classes in college due to earning transferable college credits.
Dual Enrollment Student Development Fund
The Dual Enrollment Student Development Fund (Student Fund) is established to provide financial assistance to eligible students taking dual enrollment courses. The Student Fund reimburses eligible course providers for qualifying dual enrollments of eligible students. The Student Fund prioritizes distributions to providers that serve eligible Free or Reduced-Price Lunch (FRPL) students.
Student Fund Requirements
Providers may be eligible for reimbursement of dual enrollment expenses associated with providing dual-enrollment coursework to Arizona students. Eligible students must:
- Have a high school cumulative GPA of 2.5, immediately prior to taking the course; and,
- Earn an A, B, or C in the eligible course(s).
Note: To qualify, all students, including 9th graders, MUST have a High School GPA prior to enrolling in the course.
The Student Fund prioritizes providers serving students eligible for free or reduced-price lunch (FRPL). For the purposes of this fund, fee reimbursement will be distributed in a priority order based on the student eligibility criteria.
- Students eligible for free or reduced-price lunch. These students may be eligible based on:
• Type 1 or Type 2 Direct Certification as documented with and provided by the student’s school of record; or,
• Enrollment in an Arizona school that participates in the Free and Reduced Lunch Program through the Community Eligibility Provision (CEP schools); or,
• Another valid verification provided by the student’s school of record. - Students determined to have sufficient financial need, as determined by the provider through a financial aid or other application process.
- Other students who do not meet the Type 1 or Type 2 criteria, as funds allow. No guarantee is made that any Type 3 students will garner a fee reimbursement.
Dual Enrollment Providers (institutions that grant the college credit)
Providers may receive:
- Up to $50 per student, per credit hour
- A maximum of $300 per student, per year for 9th/10th graders
- A maximum of $600 per student, per year for 11th/12th graders
Eligible Courses
- Fulfill a lower-division general education credit at a state university or community college,
- Is a Career & Technical Education (CTE) course that is required for a certificate, credential, or license,
- Are taken at the high school or Career & Technical Education District (CTED),
- Must qualify for both high school and college credit.
Providers (institutions providing the college credit coursework) will:
- Develop Data Sharing Agreements and Intergovernmental Agreements (IGAs) with high schools to collect student information necessary for reporting purposes, including verification of the student’s FRPL eligibility status, student GPA prior to enrollment in the course, and state student ID number (SAISID);
- Enroll students and waive up to $50 per credit hour in applicable courses; and,
- Submit reports to ADE for direct reimbursement (see downloadable form, below).
High Schools will:
- Develop data sharing and Intergovernmental Agreements (IGAs) to share student information necessary for reporting purposes, including student FRPL eligibility;
- Register students for eligible and appropriate courses; and,
- Provide students with necessary information regarding the fee reimbursement program.
Reporting Requirements
- Providers must submit reimbursement forms to ADE. Reimbursement forms are due by January 15th and June 15th.
- Providers must complete the form, below, for reimbursement.
