Adult Education and Workforce Development Program Applications
With the passage of HB2866, there is the opportunity for eligible entities to apply to provide adult education and workforce development services to adult learners in Arizona. Information and an application form for each program are available below. Please note that each program has a separate application process and unique eligibility requirements that applicants must meet to be considered for funding.

Program Purpose: To assist individuals who are at least twenty-one years of age in earning a high school diploma and developing critical employability skills and career and technical skills to prepare for employment.

IMPORTANT NOTE
Per A.R.S. 15-217.02, to be eligible to participate in the Adult Workforce Diploma Program, applicant entities must meet the requirements below:
- Is operating a regionally accredited high school diploma-granting entity.
- Has the ability to develop a learning plan for each student that integrates graduation requirements and career goals.
- Provides a course catalog that includes all courses that are necessary to meet graduation requirements.
- Has the ability to provide all the following-
- Remediation opportunities in literacy and numeracy.
- Career pathways coursework.
- Preparation for industry-recognized credentials/certificates and stackable credentials/certificates.
- Career placement services.
- Academic skills assessments and transcript evaluation.

Program Purpose:To provide adult learners with integrated education and training (IET) programs and additional study and support services that lead to the issuance of both of the following: 1) a high school diploma (HSD) or high school equivalency diploma (HSE); and 2) an industry-recognized credentials/certificates (IRC) or community college degree.

IMPORTANT NOTE
Per A.R.S. 15-217.03, to be eligible to participate in the Community College Adult Education Workforce Development Program, applicant entities must meet all requirements below:
- Be a community college district that is established pursuant to A.R.S. 15-1402.
- Provide adult education and literacy instruction, or partner with an adult education provider to provide adult education and literacy instruction, designed to facilitate the attainment of an HSD/HSE.
- Provide workforce training that leads to industry-recognized credentials/certificates or workforce or degree programs, including workforce programs accredited by a regional accrediting body recognized by the U.S. Department of Education.

Program Purpose:To provide adult learners with alternative study services that lead to the issuance of a high school diploma and industry-recognized credentials/certificates.

IMPORTANT NOTE
Per A.R.S. 15-217.01, to be eligible to participate in the Continuing High School and Workforce Training Program, applicant entities must meet both requirements below:
- Be a nonprofit corporation that is qualified as tax-exempt under section 510 (c)(3) or be an adult education provider that is approved by ADE/Adult Education Services; and
- Demonstrate at least a ten-year history of providing workforce training and career services in Arizona to individuals aged 18 and older who have had limited educational and training opportunities due to educational disadvantages, disabilities, or other barriers to education, such as lack of transportation, childcare, or food insecurity.
